About a third of the District’s 296 advisory neighborhood commission seats have contested races, based on the candidate list released by the DC Board of Elections last week after the petition deadline for the Nov. 6 election.
The number is likely to fluctuate before the ballot is set. Prospective candidacies for the unpaid, nonpartisan positions are subject to challenge if they do not have enough valid signatures from registered voters in their single-member districts. A 10-day challenge period began Saturday, with the board’s decision on any challenges due by Sept. 10.
Traditionally, there are also a number of write-in candidates, particularly for seats with no one listed on the ballot. Last week’s Board of Elections list shows that there are 15 such single-member districts scattered across the city — except in wards 6 and 8, where there’s at least one candidate for every seat.
In comparing the candidate list to the register of current commissioners on the Office of Advisory Neighborhood Commissions website, The DC Line identified 202 incumbents seeking re-election, with about one-third of them facing one or more opponents in their bids for another two-year term.
Citywide, there are nine races with three candidates vying for a seat, four races with four candidates, and one race with five candidates. Only one of those — a race in Ward 6 — doesn’t feature an incumbent.
Just two commissions — ANC 3B and ANC 4D — have no contested races. ANC 3B, which encompasses Glover Park and Cathedral Heights, is also one of the few where all of the incumbents are seeking another term. The others are ANC 3E, ANC 3/4G and ANC 6E.
The contested races are unevenly distributed among the city’s eight wards and 40 commissions, with the highest numbers in wards 4, 5, 7 and 8. Ward 1 has 11 competitive races; Ward 2, nine; Ward 3, seven; Ward 4, 14; Ward 5, 16; Ward 6, 12; Ward 7, 15; and Ward 8, 16. (This tally counts the contested race in Chevy Chase, which straddles wards 3 and 4, in the totals for both.)
Southwest’s ANC 6D is particularly competitive, with challengers in five of its seven districts and a four-way race to replace a departing incumbent. ANC 8E, which comprises Congress Heights, Valley Green and Washington Highlands, also has five of its seven seats contested, with one three-way race and one five-way race. Several other commissions — including ANC 1C in Adams Morgan; ANC 1D in Mount Pleasant; ANC 4C in the Petworth/16th Street Heights area; and ANC 7B in Fairfax Village, Hillcrest, Penn Branch and Randle Highlands — have at least half of the seats contested.
Among the notable longtime commissioners in wards 1, 2, 3 and 4 drawing challengers are Jack McKay, first elected as a Mount Pleasant commissioner in 2002; Ed Solomon, first elected in Burleith in 2004; Judi Jones, first elected to represent the Takoma and Lamond-Riggs neighborhoods in 2004; Wilson Reynolds, first elected in Adams Morgan in 2006; and Lee Brian Reba, first elected in Woodley Park in 2008. In ANC 5E, incumbents Sylvia M. Pinkney and C. Dianne Barnes — both first elected in 2012 — face contested races, as does incumbent Bradley Ashton Thomas, who faces a rematch against former commissioner Joyce Robinson-Paul after defeating her in 2014 and losing to her in 2012. In ANC 5D, Peta-Gay Lewis — also first elected in 2012 — has a challenger.
In Southwest’s ANC 6D, incumbents Andy Litsky and Roger Moffatt — both members of the commission’s predecessor when the neighborhood was redistricted from Ward 2 to Ward 6 after the 2000 Census — have opponents in their re-election bids. So does Alex Padro, a member of ANC 6E who was first elected to represent his Shaw neighborhood in 2000, long before the area’s transition from Ward 2 after the 2010 Census.
In Ward 7, eight longtime incumbents — Phillip J. Hammond, Robin Hammond Marlin, Patricia Malloy, Antawan Holmes, Dorothy Douglas, Jo-Anne Prue, Charlene Exum and Karen Settles — have challengers. Douglas was first elected in 2002, Martin and Malloy in 2004, Hammond and Prue in 2008, and Holmes in 2012. Exum and Settles have held seats on ANC 7F since 2012, but had served on ANC 7A prior to boundary-shuffling in the last round of redistricting. In Ward 8, multi-term commissioners with challengers include Holly Muhammad, Charles H. Wilson, Anthony Muhammad and Stephen A. Slaughter.
Some of the election opponents are themselves veterans of ANC politics. Challenging ANC 2E’s Solomon is Kishan Putta, who served on the Dupont Circle commission before moving to Burleith. And in Ward 4’s Colonial Village, there’s an ANC 4A contest between incumbent Phyllis Green and activist Douglass Sloan, one of her predecessors as the single-member district’s representative.

Quick correction: Joyce Robinson-Paul is a former commissioner for ANC 5E, but she is not the incumbent. She’s challenging incumbent Bradley Thomas, who has held the seat since (if I recall correctly) 2014. The information is correct in the list at the bottom of the story, but the prose names her as the incumbent since 2012.
