OFFICIALS have made fighting residency fraud in the city’s public schools a priority. That’s understandable. Nonresidents shouldn’t be able to game a system paid for by D.C. taxpayers. But is the city’s zeal to show it is cracking down on this issue hurting some of the very people schools are supposed to serve? A case in point is the young athlete who was sidelined from his high school football team because of questions about his address. Or, more correctly, the lack of one.
