Happy Wednesday. The powerful chair of the Finance and Revenue Committee looked dejected at the DC Council’s breakfast yesterday morning. The usually talkative Jack Evans was muted, speaking briefly in a fruitless pitch to sway council members to support a property tax break that was shelved.
