The District last year had an all-time high of 204 hate crimes, accounting for the highest per capita hate-crime rate of any major city in the country. Peel back the numbers, and the details are equally disturbing. A 12-year-old black girl was accosted on her way home from school by a white man who called her a racial epithet. A gay woman was shot at her construction job by a co-worker who had harassed her for being a lesbian.
