POLICE department that Peter Newsham is departing as chief is mercifully far different from the one he joined 31 years ago. Once notorious for leading the nation in the number of people shot and killed by police, the department today has been hailed as a model of fair and constitutional policing. That there has been a sea change in the culture of the agency is due to reforms that Chief Newsham, along with his predecessors Charles Ramsey and Cathy Lanier, helped to implement.
