By Editor On Oct 11, 2021 Last updated Oct 11, 2021 20 Share Twenty-year-old Karon Hylton-Brown was riding a rented moped on a sidewalk and not wearing a helmet when he was spotted by D.C. police officers the night of Oct. 23, 2020. Unquestionably he was in violation of municipal regulations, but modest fines were the most severe penalty he should have faced. That he died from injuries he suffered after being hit by a van as he was being chased by police was inconceivable and tragic.
