the district has made a decision not to go after perpetrators of life style crimes like car break ins, reckless driving of ATV’s and motorcycles and illegal parking.
It demonstrates to scoflaws that it is easy to get away with petty crime in DC so why not graduate to higher level crimes with little fear of arrest.
