DC Del. Eleanor Holmes Norton is blasting two bills passed yesterday by the House Committee on Oversight and Accountability as “undemocratic and paternalistic,” singling out one as particularly extreme because it would prohibit the DC Council from enacting future changes to criminal penalties.
