The DC Council yesterday advanced plans for the creation of a new business improvement district in Ward 8's Congress Heights neighborhood, where extensive development is remaking the St. Elizabeths East campus.

The DC Council gave initial approval this afternoon to a bill to enable public transit employees to participate in a program that provides DC government workers with down-payment assistance so they can purchase homes in the District.

DC Council Chair Phil Mendelson said today that he hopes to select an interim pick by the end of the month to fill the at-large vacancy created by the resignation of Kenyan McDuffie, which took effect today.
