This is hardly a surprise. In a city like D.C. — multicultural, progressive, cosmopolitan, rapidly gentrifying, full of highly educated parents — these programs are extremely popular. That’s why Todd’s bill was co-introduced by seven other councilmembers, giving it a majority on the 13-member council before public debate begins.
