In its final meeting of its two-year legislative term, the D.C. Council may alter a rule on rehiring laid-off workers that has drawn criticism from the restaurant industry, but seems unlikely to step back from a bill that would grant early release to some inmates and is raising concerns with the mayor and outgoing police chief.
