In D.C., many apartment residents are anxious inside their homes because of the outrageous behavior of their neighbors. What recourse do residents have when their housing provider is powerless to enforce the community rules, thanks to D.C.’s blanket eviction moratorium applicable to both lease violations and nonpayment of rent?
