After years of negotiations and sometimes tense debate about a new hospital on the St. Elizabeths East campus, Mayor Muriel Bowser and other DC officials enjoyed a victory lap with a midday groundbreaking celebrating what’s been newly dubbed the Cedar Hill Regional Medical Center — a nod to the nearby historic home of abolitionist Frederick Douglass.
